In the UK in the pissing rain on a foul night you can still see the road markings. If you put your high beams on you can see them for hundreds of yards. In the US when it rains the markings vanish, they are only any use when it's light and dry. Nothing works as well as the old fashioned Catseyes, those things included a reservoir to store rainwater and brushes to clean the lenses, so when you drive over them they pushed the reflector down past the brushes and squirted water up over the brushes to help clean them. They worked for decades without maintenance. They were invented in 1933 by a Yorkshire man and the term Catseye is trademarked. So the UK is at least 84 years ahead of the US in road markings.
Another con in the US is the metal pavement reflector casings have been mostly discontinued for years in many states... primarily because they're basically a "wrongful death" suit waiting to happen. But on the other hand, plastic reflectors simply carved into a hole have gained significantly in popularity this past decade alone and seem to last as long as the old ones...

Joe, all these things are done stateside on different projects. Every state has it's own DOT. The DOT specs. out what will be installed on a particular project (State Hwy). It's not a mater of being behind, it's a matter of the individual agencies decideing what process to implement. I own a striping company in California. We're capable of install all this.There are glass beads in all road striping. The problem is that there are too many agencies (e.g. State, County, City) that have there own specs. The Type II striping (We call it Profile) is seldom used.

Primary considered a cost? I don't think drivers care. But drivers do care if, during inclement weather, the roadway is inadequately marked and an avoidable accident occurs. Driving often at dusk/dawn, when you have rain/snow/fog with oncoming traffic (headlights glaring in your face), sufficiently marked road markings are essential. I don't know anyone who objects to paying their share in added fuel costs.
+Absaalookemensch It is exactly under those conditions that you describe that good performing road markings are needed. And the point is, that authorities should see good performing road markings as an investment in safety, rather than a cost.
