Oh for sure, if you rewatch the sludge monster scene you can see the panic in his eyes and voice. Being restrained like that and not being able to do anything is traumatizing
About Todoroki not using his fire side against Bakugou, during his fight with Izuku, he inspired him and made him remember about the good things in his childhood (loss of memory is some of the things trauma does), which gave him healing in the moment, but trauma is not so easily forgotten and healed, so during his fight with Bakugou, he remembered about all the bad things again and listeing to his father's voice thriggered him to not use his fire side.
16:50 todoroki would have some heat resistance, so what makes his scar even sadder is that his mother was horrified with what she did, and tried to help my using her ice on her sons burned face. That’s what gave Todoroki the scar, his mother’s ice because she didn’t know it would make the wound worse

as far as I know there are tournaments for each year of study so it's not surprising that the winners shown are only first years.
