      It's from Make Some Noise, the improvisational comedy show on Dropout. The actual game was the guy in the middle (Ross Bryant) had to give a political speech in complete gibberish, with the other two contestants (Paul F. Tompkins and Chris Grace) acting as translators to make up a speech that seems to match what he is implying with his tone and body language.
      This video takes that "translation", and overlays it on top of the original parts where he was saying gibberish - showing what the speech "really was like" if it wasn't interrupted by the translation every couple of seconds.
