Yes, it's Dave. It's kind of hard because the video hardly shows him and the video's dark but I can tell it's him by the guitar he's playing, Dave plays a PRS and Tom plays a Gibson, the guitar in this video is a PRS.

@CRonaldo92 Blink 182 was one of the few other bands that inspired sum 41, not to mention the many other bands that were influenced by Blink 182. They were the first of their kind in their music genre and will be the best till the end.
One of their more underrated songs in my opinion.
