The governor on a lawn mower type engine is there to maintain an rpm not limit speed. You can easily adjust one to go fast. They also help smooth sudden rpm changes.

Put a disk brake on the jackshaft for the back. Please get a cover for the clutch/chain before it turns your leg into hamburger. Very nice bike!
