The US, at the end of WW2, had about half the wealth of the world and thought it out to own the world because of this. I can't work out if he's referring to England or Britain. In 1776 there was and still is a country called England, but it belongs to Britain, along with Scotland, Wales, and Northern Ireland. Incidentally, Adam Smith was Scottish.
