The tank is essentially an air ballast spring for a syphon system. If you had a good valve on the input pipe and partially to fully fill the input to the tank, it will sustain a bit faster. The primary thing this would need is probably some filtering, but it will be fine for watering a few crops.
Do not be mislead by this video. It cannot pump water uphill from the inlet to the outlet. It will only work if the inlet is above the outlet, which is a siphon.

It is just an extra headache. The land level is already lower than the river water level. Simply a straight pipeline from the river to the land is enough.
The put pipe must be larger with a larger weight of water the the in pipe then gravity should keep the water flowing. So if there is 20 kg of water on the out side but only 5 kg on the in side then the weight should draw the water . If no air gets in I would say it could run independently but maybe not. Good too try

Flexible pipe with sufficient wall thickness to prevent collapse will work just fine. I use plastic well plumbing the flexibility eliminates sharp bends 45° 90° nice smooth loop.

Use any pipe and don't bother with the barrel or the valves. Just syphon with a hose pipe!

This is not a centrifugal pump. Just a manual suction pipe operating on Bernoulli's principle
