To be completely honest - this looks very weird, it's like someone just wrote fullbright in console. Video is good thoe, but I personally would never play singleplayer with this lighting.
Most likely it's bcoz of the weather that changes the whole lighting system, like in this mission, the weather is Extra Sunny, which the lighting in the world is much higher than other weathers, like sunny, clear or others. So, you may feel a little weird about that since it has the highest lighting system which is like going full bright.
