Nope, definitely don't skip MG3: Snake Eater. That's because Snake Eater was quite honestly one of the better games in the series in my personal opinion and it really did have some important plot point developments that happened in it as well, so it truly is a MUST play game.

I started playing Portable Ops as my first metal gear game today and after the initial confusion about the game being set in 1970 came the next wave of confusion which I read up on the lore.
And yes, ocelot is actually the main character in the mgs saga, snake is just always the muppet you get to play with that does all of his dirty work without even noticing
Basically Ocelot's plan was to escalate war so much that snake had to take him down sacrificing himself for the country similarly to the boss (Ocelot's mom and snake's mentor)
The sheer fact that Ocelot had to psychologically make himself think the soul of Liquid possessed him and stuck to that all the way until his last moments in MGS4 just to destroy the lalilulelo and create his own government is utterly insane.
I took the effort once to chronologically write the whole MGS plot in order to explain it to a friend (also adding notes, colored post-its to ease going back and forth at the time to explain it It took me 96 A5 pages with around 12 different colors post-its, tbh it was easier than i spected since most parts are lineal and easy to follow or just happens in a condensed time, like the philosophers
What I love about this, is that I never actively payed attention to the plot of those games when I was younger, as I was always confused, I just played them *A LOT* . And I understood everything here flawlessly
