For me, the best Batman Beyond villain hands down without a doubt is Inque. Nobody caused more trouble for both Terry and Bruce quite like her and is one of the few who actually broke into the Batcave. She is also one of the few villains who has battled both Batmen and actually came close to defeating both of them. Inque is definitely my all time favourite villain from the show as she's mysterious, sexy, tough and dangerous, all of the qualities a female needs to be a great Batman villain.
Inque is awesome I think she's great I like Shriek alot because Babel is one of my favorite episodes wish wed gotten more of Blight tho but think that might be my top 3 of new villains
I'm surprised you didn't mention how Beyond Spellbinder is fairly similar to Mysterio from Spider-Man, and that Stalker feels like a send up to Kraven the Hunter. The Terrific Trio episode also had some shot for shot remakes of the Spider-Man comics too.
I agree that Ra's al Ghul is amazing in Batman Beyond. In fact I think his episode in the show is my favourite episode of his in the DCAU. One of the best responses Batman has ever delivered to Ra's is "I take it back. You don't cheat death, you whimper in fear of it". I also really love how irritated he keeps getting when Terry mispronounces his name.

id have to disagree and say that emperor joker is the worst set of stuff any version of the character has done, but yeah, torturing tim is up there too
The April Moon gang are called The Specials, I think, I saw some videos calling them that. And it does work for them, since Bullwhip called them as such
I think of all the Batman Beyond villains I would have to say the standout is Shriek. Out of all the villains presented he seemed to be the most distinct and have the most potential to work with. The idea of using sound to destroy things seems like a nod to Black Canary, but Shriek goes a bit further in using a two-way radio against Bruce Wayne, and to use local sound suppression and personal sound amplification to isolate Batman and track his movements. That was all just the first episode too - the second episode with him was also pretty good in showing him manipulating sound to his own aims. The only real failing for him is that he seemed a bit dumb and didn't seem to have any fail-safes or other contingency designed safeguards to prevent his first two defeats.
I love the episode where he wrecks communication by speech. Very fitting for him as he can't hear anything anymore. It also highlights an optimistic Terry against a pessimistic Bruce.

Yeah, I acknowledge what you’re saying. I tried to elaborate on this in the video, but it’s because those three returning villains have a lot of weight behind them because of their appearances in BTAS and Superman. You’ll note that almost all of my A tier villains appeared in multiple episodes, which gave them the chance to be fleshed out more than, say, Armory.
I never knew how much I needed somebody to make this tier list video until I saw yours so THANK YOU very much! 🙏 The Batman Beyond villains are some of my personal favorite supervillains but I always wish that they would’ve done a special 2 part episode where all of the villains team up to take down Terry. Preferably, I would love Blight to be the ringleader, giving him one last hurrah to really close off his story in an epic way (not that I disliked how it ended in the show).

Special kudos to the very final scene of April Moon, by the way. I love Bullwhip's potential fate at the skillful hands of Doctor Corso...
It's almost unfair to have the returning villains on the list since Inque and Blight at the very least are A tier compared to them but S tier among the original Beyond villains only.
I'm hyped to see Peak placed in B tier, I feel like his death really stuck with me as a kid and from time to time I think about it. Dude fell all the way to the center of the earth lol
idk if they quartered him, the implication is more they wrapped all his limbs and charged their whips with a lethal shock. Either way not a very fun way to go out
I'll be the first (presumably) to say that the nostalgia made you want to put Joker, Ra's and Freeze on top. But honestly, Inque, Curare, Shriek and Spellbinder are S tear because they came the closest to killing Batman. No offense, and I no this is bias on MY part, but the Joker wouldn't have gotten anywhere without his goons. At least Spellbinder and Shriek made all of their equipment and went toe-to-toe with Batman allone.
I would put Big Time higher on the rank (not S nor A, but maybe in B). Besides the fact his fights with Terry are very similar to Bruce's struggle with Two Face (Batman having to deal with friend turned into villain) their backstory answered the questions that some fans had about Terry's past in the juvenile hall (ex: What crime did Terry commited? Was he a bad kid?), showing that he was never a bad person. He was just a 14 old boy going through some problems in his personal life, but learned his lesson and became better, while Big Time kept repeating the same mistakes, acting as dark reflection of what Terry could end up becoming.
"He's gonna fall into the center of the earth and probably be killed." Honestly, probably not. If he's intangible, none of the things at the center of the earth that could harm him will affect him. It's a question of whether or not his intangible form needs food and oxygen, but I kinda have to assume no on the oxygen because otherwise he wouldn't have been able to breathe while using the device anyway. Might be overthinking that last point, though.
If he's lucky he will die as the heat and pressure fry him, maybe he has some kind of physical presence, hence why he can still walk until the end. If he's unlucky he still needs food and air and will starve at the center of earth. If he's really unlucky he's stuck there forever, unable to move or react, "eventually, he stopped thinking" levels of torture.
One thing you forgot to mention is that Edgar is the son of Mandragora(the guy who killed Huntress' father) and he does speak a bit in that episode when he's revealed.
Mad Stan is pure S-tier. Dude is always fun on-screen, and he's a genuine danger to Terry. The AI that takes over the Batsuit is a close second, though. That nonchalant "Wherever deleted programs go" is the coldest line in a series full of 'em.
Hate the guy, somewhat sympathize why he became a bloody Jokerz gang member. Won't hurt if his parents... "accidentally" get killed on one of those intense crime fighting sprees between Batman and some villain.
My favorites have always been Blight, Inque, Shriek, Spellbinder, and Mr. Freeze based on their powers, quotes, or episodes in general. One thing about Shriek and Spellbinder that I don't get is both could've made a lot of legitimate money with their respective mastery of sound engineering and hologram/VR tech; why go to crime. Shriek, I understand given he was indebted to Derek Powers and loses the ability to operate legitimately and goes nuts from being rendered deaf; but the sheer number of gimmicks and inventions he had in his lab is astounding! Sell the micro-recorder/transmitter to the Government, sell the music player, sell the amplifier to medical companies to, ironically, help the deaf! Powers went on and on about how impractical Shriek was in business; but it seems like he was the one who couldn't see the potential of these inventions. But Ira "Spellbinder" Billings created virtual reality technology so sophisticated that it tricks the brain enough to convince Batman himself to jump off a speeding vehicle into high speed traffic! His hologram tech is so good that he was standing right behind BARBARA GORDON and she couldn't see, hear, or sense him! And instead of revolutionizing the VR industry, he's a school psychologist? As resentful as he was of how little he was paid; did it never occur to the guy to go into private practice?! Look at Payback's father; the guy had to be pulling in big credits to finance half of what Payback had! Create, patent, and sell his VR tech as a side hustle? No, instead he CHOSE to be a counselor at a public high school. Side note: I've always wondered if April was a plant from the gang from the beginning, or if she developed Stockholm Syndrome during her captivity and either seduced, or fell in love with, Bullwhip after that. Also; the invisible guy's real name was Ian Peek, his show was called "The Inside Peek", and the Joker in the red fool's hat from Joyride was called "Scab".

I came across an early design where they wore outfits that were way too similar to Harley Quinn's costume, so I can see why that'd be rejected - it would've given the surprise away!

Ranking the Batman Beyond villians is a hard call as so many of them are one-shots. They're goods one-shorts though. A handful have good return episodes that help tell their story.

Anyhow, I kinda like how he first appeared on S1E9 - "Spellbound". *C for me.* - Word to the newcomers, don't get too hyped on the guy. *A for me.* - Yes, she's named Bombshell. That aside, *B for me alongside her teammates,* and I actually like "Mind Games" by way of how it surprisingly relates to the Royal Flush Gang Ace of yore, alongside Justice League Unlimited's "Double Date". - In my headcanon, he died via the flag gun with Joker gas. *B for me.* - Again, *B.* Helps that he got a double-bladed lightsaber on the alt-timeline. - *A if not S.* Silent types who singlehandedly took out what is essential a rogue group despite pressure upon them are something I admire. - There was also that time he helped teach the KOBRA wonderman Zander in the "Curse of the Kobra" two-parter. *A if not B for me.* - *C,* but not because she's lackluster, it's just that it wasn't entirely her fault the built-in programming made things wacky. - *A.* There's something about them that make them higher than most of their fellows, not just because they're the daughters of the irrepentant. - *S,* no doubt about it, even if not a "true" villain. - Already mentioned my point with the Bombshell example. - You could say that he's Batman Beyond's answer to Spider-Man's Chameleon. *B tier on my end.* - *D.* The Ts better have been cleansed after the "Joyride" incident. - Guy is probably also a Scarecrow fanboy too. *B as well.* - *B,* by way of basically being an extension to the poor yet slowly unhinged Willie. - *A.* One of the best examples of karmic demise as well. - Do we even need to ask? *S tier,* and she ends up a bit more interesting with her daughter in mind. - Name's Jackson Chappell a.k.a. Bane II. *A or B tier,* and who needs Reefer Madness when we got better done anti-drug eps like "The Winning Edge". - Mentioned this before on Bombshell and Mandragora. Oh, and his moniker is Invulnerable Man. - No need to say more too. - *A for effort.* - *A,* and because they have a refreshing nostalgia effect by way of being like the villains from good old B: TAS. - YAAAAHHHHHH, HE'S WAY BEYOND S-TIER FOR USSSSSSSS!!!!!!!! - Again, no need to say more. - *B or C.* Quite a relatable poor chap too. - Shocking how he never came back a second time in the show. Well, whatever, *B because of that, and he would have been an A otherwise...* by the way, I also think he was born that way, not unlike Baby-Doll and Killer Croc. - *B or C.* Love how the twist on their identity and how they're beaten though. - *S or A tier,* the sorry lot of them. Yes, King is voiced by Lazenby, which makes a certain moment involving legacies hit hard on the RFG's final appearance on "King's Ransom". - *S to A tier as well.* If only he improved on his suit as the reappearances went by. - Simon Harper is his name, and he's in *A or B tier to me.* Believe me, "Sentries of the Last Cosmos" remarkably aged well especially with how Star Wars is doing in mind; plus, Jar Jar isn't lame, Terry and Maxine. (In a sidenote, have you at least read if not watched The Last Starfighter?) - *A if not S tier too.* Funny how the show's art department coincidentally made him quite similar on the comics Spellbinder, despite not knowing much about that iteration. - *A-tier,* and sorry, John Semper Jr. of Spider-Man: The Animated Series fame, but your otherwise likable take on Kraven the Hunter is nothing compared to him. - *B if not C.* Hope his parents got the AKIRA laser satellite treatment from Return of the Joker or something. - They needed more time to cook though. Anyhow, *B or C,* and they sure are a cruel reminder on how the Fantastic Four still have failed to reach the heights of the X-Men and the Avengers in mass media. - *S or A yet again.* - *S tier to me for some inexplicable reason.* Still wonder if his madness was natural of him or was a glitch in the now old system. - Dr. David Wheeler, *A tier* by way of his shockingly relevant correctional procedures (which admittedly have a slight sense of justification pertaining to them, not unlike how Lock-Up and J.C. Corcoran view the villainy of Gotham). Granted, there's also his head honcho Vincent. - Already mentioned this on the Golem bit. Shame he never kept his psy-tech capabilities. - Almost the same as the Dee Dees. - *B or C tier as well on my eyes.* May his death lead to the fall of KOBRA, especially with "Future Shock" in mind.
Sad to see the only S tier are the original Batman villains. Not sure if I agree with that one. Talia/Ra’s are definitely NOT S tier over blight in this series. You gotta remove previous emotional attachment from it.
True, but on the other hand, the idea of a villain actually dying climactically, albeit onscreen, is one for the books. Such is a huge failing in comic book continuities, the DCAU included. *No loose ends allowed.*
Counting the return villaons as Beyond villaons was extremy unfair as shown by how they were the only ones to reach S because of details from before Batman Beyond as opposed to them either being excluded as BTAS or only judges for their episodes alone since being from an entirly different show gave them an extremely unfair advantage
Oh man, the tier list I picked clearly wasn't very complete! Starro I give a solid A - I have some issues with his plan (why didn't he just use his spawn to possess the Justice League, rather than take them out one by one?) but there's some delightfully creepy imagery in The Call. Superman standing upright while he's flying after the Batmobile just looks so wrong, it's great!
@@SerumLake Yea the creepy flight is so cool. Star-O is a character I always like to see written as sympathetic. It just wants to go home but the only way of doing it under their own power is so messed up. I also love that the new bat suit lets Terry compete in Superman’s league of heavy hitting. A lot of Terry’s top strength feats are in ‘The Call’ and it makes me wonder if the suit has a variable strength setting so Batman can be both street level and demigod level. Power isn’t everything but it’s fun to see that Bruce built that suit to fight Darkside if he had too.

MAN-BAT: What if Kirk Langstrom has been stuck in his Man-Bat form for 20 Years but he has the mind of Kirk Langstrom, he's been living in an abandoned architectural Church and he wants to turn all of Neo-Gotham into Man-Bat Creatures Two-Face: hear me out, The New Batman Adventures Two-Face is in Batman Beyond but you'd be like how, is he time displaced? Really, Dana and Matt needed more spotlight eps featuring them. Even Maxine Gibson has gotten character perception redemption lately, especially if one follows her character development in Batman Beyond's production order and not the false flanderization of airdate order.
I clearly trusted the maker of this tier list too much. No Paxton Powers I can forgive, but no Starro?! Starro gets an B for me - not a lot of personality, his overall plan was a bit weird (why bring in Batman to investigate himself? If he had loads of offspring, why did he need to takeout the justice league when he could just posses them?) but he’s delightfully creepy.
Is Starro a he though? Anyhow, it's implied that Batman got involved because Superman's subconscious escaped for a little bit and did such a desperate gambit to send out an old friend, or at least the apprentice of said friend.

I don't think so. Their last names don't match up. Though i guess it's possible Crane could have had a sibling or something that was Ghouls grandparent. And correct me if I'm wrong, wasn't Crane dead by the time of batman beyond? Honestly I think ghoul just felt inspired by Scarecrow, not everyone's gotta be related

My introduction to Batman Beyond was a book I had as a kid with Shriek as the antagonist.
Man Curare is way higher for me...B or A. She made an impression on me watching the series.

Agreed wholeheartedly. Shriek has a wicked design and making him deaf was a stroke of genius--making his grudge against Batman more personal.

It's almost unfair to have the returning villains on the list since Inque and Blight at the very least are A tier compared to them but S tier among the original Beyond villains only.

idk if they quartered him, the implication is more they wrapped all his limbs and charged their whips with a lethal shock. Either way not a very fun way to go out

I'll be the first (presumably) to say that the nostalgia made you want to put Joker, Ra's and Freeze on top. But honestly, Inque, Curare, Shriek and Spellbinder are S tear because they came the closest to killing Batman. No offense, and I no this is bias on MY part, but the Joker wouldn't have gotten anywhere without his goons. At least Spellbinder and Shriek made all of their equipment and went toe-to-toe with Batman allone.
I would put Big Time higher on the rank (not S nor A, but maybe in B). Besides the fact his fights with Terry are very similar to Bruce's struggle with Two Face (Batman having to deal with friend turned into villain) their backstory answered the questions that some fans had about Terry's past in the juvenile hall (ex: What crime did Terry commited? Was he a bad kid?), showing that he was never a bad person. He was just a 14 old boy going through some problems in his personal life, but learned his lesson and became better, while Big Time kept repeating the same mistakes, acting as dark reflection of what Terry could end up becoming.

I remember like three villains from this show aside from the ones that weren't either copies, or returning from the original series.

Honestly, probably not. If he's intangible, none of the things at the center of the earth that could harm him will affect him. It's a question of whether or not his intangible form needs food and oxygen, but I kinda have to assume no on the oxygen because otherwise he wouldn't have been able to breathe while using the device anyway.
Might be overthinking that last point, though.
If he's lucky he will die as the heat and pressure fry him, maybe he has some kind of physical presence, hence why he can still walk until the end.
If he's unlucky he still needs food and air and will starve at the center of earth.
If he's really unlucky he's stuck there forever, unable to move or react, "eventually, he stopped thinking" levels of torture.
Either way, hell follows, which is sweet.
One thing you forgot to mention is that Edgar is the son of Mandragora(the guy who killed Huntress' father) and he does speak a bit in that episode when he's revealed.
Yeah, this is true. I'm pretty sure he speaks in the Zeta Project as well, but it has been a while since I watched that episode.

Mad Stan is pure S-tier. Dude is always fun on-screen, and he's a genuine danger to Terry.
The AI that takes over the Batsuit is a close second, though. That nonchalant "Wherever deleted programs go" is the coldest line in a series full of 'em.

Hate the guy, somewhat sympathize why he became a bloody Jokerz gang member. Won't hurt if his parents... "accidentally" get killed on one of those intense crime fighting sprees between Batman and some villain.
My favorites have always been Blight, Inque, Shriek, Spellbinder, and Mr. Freeze based on their powers, quotes, or episodes in general. One thing about Shriek and Spellbinder that I don't get is both could've made a lot of legitimate money with their respective mastery of sound engineering and hologram/VR tech; why go to crime. Shriek, I understand given he was indebted to Derek Powers and loses the ability to operate legitimately and goes nuts from being rendered deaf; but the sheer number of gimmicks and inventions he had in his lab is astounding! Sell the micro-recorder/transmitter to the Government, sell the music player, sell the amplifier to medical companies to, ironically, help the deaf! Powers went on and on about how impractical Shriek was in business; but it seems like he was the one who couldn't see the potential of these inventions.
But Ira "Spellbinder" Billings created virtual reality technology so sophisticated that it tricks the brain enough to convince Batman himself to jump off a speeding vehicle into high speed traffic! His hologram tech is so good that he was standing right behind BARBARA GORDON and she couldn't see, hear, or sense him! And instead of revolutionizing the VR industry, he's a school psychologist? As resentful as he was of how little he was paid; did it never occur to the guy to go into private practice?! Look at Payback's father; the guy had to be pulling in big credits to finance half of what Payback had! Create, patent, and sell his VR tech as a side hustle? No, instead he CHOSE to be a counselor at a public high school.
Side note: I've always wondered if April was a plant from the gang from the beginning, or if she developed Stockholm Syndrome during her captivity and either seduced, or fell in love with, Bullwhip after that. Also; the invisible guy's real name was Ian Peek, his show was called "The Inside Peek", and the Joker in the red fool's hat from Joyride was called "Scab".
I always wondered, are the Dee Dee twins supposed to be the DCAU's sort of take on Tweedledum and Tweedledee?

@@lawrencelord9777 Yes everyone knows that. I didn't mean if the characters are actually related in the DCAU. I meant that I thought the characters were supposed to be a nod to Tweedledum and Tweedledee due to their similarities.
I came across an early design where they wore outfits that were way too similar to Harley Quinn's costume, so I can see why that'd be rejected - it would've given the surprise away!
@@SerumLake Depends how similar they looked because there were other Jokerz in Batman Beyond that wore outfits akin to Harley's jester outfit. Plus it's not really hinted that they are related prior to the reveal.
Ranking the Batman Beyond villians is a hard call as so many of them are one-shots. They're goods one-shorts though. A handful have good return episodes that help tell their story.
Curare in the C tier is wild. She's A-list hands down! But it's your list. Love the content anyway. Keep it up!!!

- Again, *B.* Helps that he got a double-bladed lightsaber on the alt-timeline.
- *A if not S.* Silent types who singlehandedly took out what is essential a rogue group despite pressure upon them are something I admire.
- There was also that time he helped teach the KOBRA wonderman Zander in the "Curse of the Kobra" two-parter. *A if not B for me.*
- *C,* but not because she's lackluster, it's just that it wasn't entirely her fault the built-in programming made things wacky.
- *A.* There's something about them that make them higher than most of their fellows, not just because they're the daughters of the irrepentant.
- *S,* no doubt about it, even if not a "true" villain.

- You could say that he's Batman Beyond's answer to Spider-Man's Chameleon. *B tier on my end.*
- *D.* The Ts better have been cleansed after the "Joyride" incident.

- *S or A tier,* the sorry lot of them. Yes, King is voiced by Lazenby, which makes a certain moment involving legacies hit hard on the RFG's final appearance on "King's Ransom".
- *S to A tier as well.* If only he improved on his suit as the reappearances went by.
- Simon Harper is his name, and he's in *A or B tier to me.* Believe me, "Sentries of the Last Cosmos" remarkably aged well especially with how Star Wars is doing in mind; plus, Jar Jar isn't lame, Terry and Maxine. (In a sidenote, have you at least read if not watched The Last Starfighter?)
- *A if not S tier too.* Funny how the show's art department coincidentally made him quite similar on the comics Spellbinder, despite not knowing much about that iteration.
- *A-tier,* and sorry, John Semper Jr. of Spider-Man: The Animated Series fame, but your otherwise likable take on Kraven the Hunter is nothing compared to him.
- *B if not C.* Hope his parents got the AKIRA laser satellite treatment from Return of the Joker or something.
- They needed more time to cook though. Anyhow, *B or C,* and they sure are a cruel reminder on how the Fantastic Four still have failed to reach the heights of the X-Men and the Avengers in mass media.
- *S or A yet again.*
- *S tier to me for some inexplicable reason.* Still wonder if his madness was natural of him or was a glitch in the now old system.
- Dr. David Wheeler, *A tier* by way of his shockingly relevant correctional procedures (which admittedly have a slight sense of justification pertaining to them, not unlike how Lock-Up and J.C. Corcoran view the villainy of Gotham). Granted, there's also his head honcho Vincent.
- Already mentioned this on the Golem bit. Shame he never kept his psy-tech capabilities.
- Almost the same as the Dee Dees.

Most of the Beyond villains are underwhelming
Sad to see the only S tier are the original Batman villains. Not sure if I agree with that one. Talia/Ra’s are definitely NOT S tier over blight in this series. You gotta remove previous emotional attachment from it.
That one Talia/Ra's episode Out of the Past is pretty good though.

Counting the return villaons as Beyond villaons was extremy unfair as shown by how they were the only ones to reach S because of details from before Batman Beyond as opposed to them either being excluded as BTAS or only judges for their episodes alone since being from an entirly different show gave them an extremely unfair advantage

Starro I give a solid A - I have some issues with his plan (why didn't he just use his spawn to possess the Justice League, rather than take them out one by one?) but there's some delightfully creepy imagery in The Call. Superman standing upright while he's flying after the Batmobile just looks so wrong, it's great!
@@SerumLake Yea the creepy flight is so cool. Star-O is a character I always like to see written as sympathetic. It just wants to go home but the only way of doing it under their own power is so messed up.
I also love that the new bat suit lets Terry compete in Superman’s league of heavy hitting. A lot of Terry’s top strength feats are in ‘The Call’ and it makes me wonder if the suit has a variable strength setting so Batman can be both street level and demigod level.
Power isn’t everything but it’s fun to see that Bruce built that suit to fight Darkside if he had too.
If I was writing Batman Beyond, here is a few Original Batman Villains and new Villains I would have put in, Batman Beyond needs a resurgence, there is still a lot of stuff u can do with Batman Beyond, the possibilities are endless
KILLER CROC: What if Croc's mutation got worse and he's now humungus but he's infected with Nanites, now he's a humungus Cybernetic organic Croc Monster in the sewers of Gotham, at the time of Batman Beyond Croc was considered an urban Mythical Horror Story who was believed dead but in reality he was hiding deep in the Sewers
DEADSHOT: Zoe Lawton (the daughter of Floyd Lawton/Deadshot) who basically is the female version of Her Father's Mantle, it's ambiguous what happened to Floyd Lawton, he's either retired or he died Years ago in-between Justice League Unlimited and Batman Beyond (could he have died on a Suicide Squad mission?)
MAN-BAT: What if Kirk Langstrom has been stuck in his Man-Bat form for 20 Years but he has the mind of Kirk Langstrom, he's been living in an abandoned architectural Church and he wants to turn all of Neo-Gotham into Man-Bat Creatures
Two-Face: hear me out, The New Batman Adventures Two-Face is in Batman Beyond but you'd be like how, is he time displaced? Nope it's a cloned body of Harvey Dent/Two-Face: once Bruce Wayne gained control of Wayne-Powers, he sought out old friend (with the support of distant Relatives of Dent's) and convinced him to go through a Complexed Cadmus Scientific procedure where he'd have another surgery to remove the Two-Face personality and he'd be in a cloned body of a Middle Aged Harvey Dent, and he'd forget he ever was Two-Face and he'd Even have his old memories erased and he'd get a second chance at life and he becomes a lawyer but Similar with Mr. Freeze, it goes wrong and he regains his old memories and he burns half of his body and Two-Face is reborn
Batzarro (this would be Batman Beyond's version of Bizarro, (in the comics Bruce Wayne's Batman had a Batzarro, but this would be Terry's Batzarro) he's basically a zombie Batman Beyond who has a white version of The Batman Beyond Suit and his Bat Symbol is Green, he's like Jason Voorhees from Friday The 13th
Damian Wayne: what if Damian Wayne (Son of Bruce Wayne and Talia Al Ghul andGrandson of Ra's Al Ghul) takes up the Mantle of Deathstroke (Succeeding Slade Wilson), he is jealous and Envious of Terry because he's Batman and Damian wasn't and he also has a lot of Anger towards his father Bruce
The V's (Those Vampire Splicer Teenagers from Splicers, what if they're like The Lost Boys (1987) but in a Futuristic Cyberpunk Gotham City who become Splicer activists who idolize The Lore of Vampires, Vampires in The Future that would be interesting)
Eobard Thawne/Reverse Flash/Professor Zoom: he's famous for being The Archenemy to Barry Allen's Flash in the comics, what if Thawne is a scientist at Wayne Powers, in the Batman Beyond Comics, He's the one who is responsible for turning Inque into a Metahuman, I like to assume he was either Displaced in Neo-Gotham and he thinks Barry Allen/Flash was responsible for his displacement. he went to Derek Powers (having read about the man in the 25th Century once) and met him about becoming a Wayne Powers employee and he also needs Derek Power's help in trying to build the duplicator device Thawne made in his own time that gave him his speed force powers) and to get back to his own time and to return to our time to get revenge on Barry Allen/Flash
Miss Zsasz: a Female Version of Zsasz, a blonde Woman who could be a distant Relative to Victor Zsasz, basically copying what Zsasz does

- The Red Good Militia (a militia who idolized The Brutal Vigilantism of Jason Todd/Red Hood, they are Far Right, they protect the lower levels of Neo-Gotham, they carry on Jason's Red Hood work)

- The Black Skull Crime Syndicate (Basically contuining the work of Roman Sionis/Black Mask and his Criminal Empire in Neo-Gotham)

The Anachronisms (NOTE: They aren't Anachronisms who Time Displaced: they are from Batman Beyond's Timeline they are a bunch of Historians from Neo-Gotham who are fanatic and idolize History who were going through Financial trouble and they got together and decided to dress up as Historical Time Period Era People and they rob jewelers and Banks to get rich. they consist of:

Really, Dana and Matt needed more spotlight eps featuring them. Even Maxine Gibson has gotten character perception redemption lately, especially if one follows her character development in Batman Beyond's production order and not the false flanderization of airdate order.

Starro gets an B for me - not a lot of personality, his overall plan was a bit weird (why bring in Batman to investigate himself? If he had loads of offspring, why did he need to takeout the justice league when he could just posses them?) but he’s delightfully creepy.
Is Starro a he though?
Anyhow, it's implied that Batman got involved because Superman's subconscious escaped for a little bit and did such a desperate gambit to send out an old friend, or at least the apprentice of said friend.
No Star Alien thing. Come on man the thing took over Superman and the Justice League.
