What I don't understand is why can't students school fees be determined by banks statements, pay slips or tax receipts of parents. Every student gets a percentage discount on school fees based on parameters such as household spending, parent's earnings, number of siblings etc... this is done in a lot of countries. What I don't understand is why can't students school fees be determined by banks statements, pay slips or tax receipts of parents. Every student gets a percentage discount on school fees based on parameters such as household spending, parent's earnings, number of siblings etc... this is done in a lot of countries. By doing this, the rich can pay full amount and education can be subsidized for the truly deserving. I believe this sounds better than the so called 'educational loan' policy. Q. What are the liabilities or penalties if an education agency or institution violates FERPA?
