    Is the Siedel diagram for the centre of the optical system or an average over the entire field ?

      Seidel coefficients are calculated with chief and margial rays only. Only the vertex power of the optic is considered. The chief ray sits at the outermost field angle, so in that sense the entire field of view is considered.
      The Seidel graph is only useful for rotationally symmetric systems dominated by third order aberrations.
