  • The elusive Dalek Supreme Council has been mentioned several times across the various Dalek TV stories, audios, comics, games and novels. But what exactly is the Dalek Supreme Council?

    The supreme council has always been a great idea and opens up for different more interesting dalek ranks and positions and gives a good insight into their hierarchy. However it’s unlikely we’ll see such a concept again since there would need to be more props to pull such an idea off.

    Something I truly think we need in this new era of Doctor Who is a lot more World Building within the famous villain species. Every time I see the likes of The Daleks, Cybermen, Sontarans etc I want to know exactly what is going on at this point in their lives. Helen Raynor teased it with the Sontarans well enough with reference to the war with the Rutan Host and talking about “Sontaran High Command” and all that makes people like me want is to see the war and High Command at some point but we never have since. The same goes with the Daleks; since the Parliament and the mess with Davros (literally) I’ve been dying to know what is going on with the Daleks in terms of their hierarchy and place in the universe. This is what separates the good writers and the bad for me. World building. Give these characters depth rather than a “villain of the week” approach that just dilutes them.

    As a personal head Canon the supreme high council would look like this:
    *The Emperor (Depending on what point of history we are talking) And his retinue of Personal Guards
    *The Dalek Supreme and any aids of his that join him as personal advisors (Such an idea was already written and cut from the episode "Planet of the daleks" which might have possibly featured Terry Nations Red Top Dalek in this role)
    *Black/Gold Daleks chiefs (Both share similar roles during the 70s and 80s)
    *Red Daleks as lower ranking representatives for members of the high council, often assuming the role of spokesman to the dalek supreme
    *Chief Strategists who review new strategies to the high council
    *The Head Scientist of any given era as Daleks value scientific progess to exact victory over the enemy
    *occasionally lower ranking but highly efficient Dalek commanders and section leaders who earn a seat and are in their junior years of the high council (sometimes these Daleks could be promoted to Black or Gold Daleks)
    There are of course other members of the council who are not fully acknowledged but held in a more secretive and invisible light during their rule, such as The Dalek Time Controller/Strategists, The Dalek Overseer, The Head Executioner Dalek and even Davros in certain periods of the Dalek time line

    Yeah I'd like to see the Dalek Supreme Council return. I'd have it made up of Supreme Daleks with their own unique casings and personalities. Maybe even bring back the 'Dalek Prime' to fill in as the leader of the new Supreme Council?

      Agreed. With the NSD Supreme design, there could be some gorgeous variations for the council.

    I'd imagine the Dalek's ranks are a complete mess with how many have been defeated, and the fact that they are scattered in various timelines.

    I'd love the Council to come back. I can imagine it being various Supreme Daleks, the 5 Paradigm members, and maybe some specialised units who talk with the Emperor discussing plans of conquest or reporting general events in the ever-growing Empire.

    I love the idea of the supreme council, it’s just a shame that we didn’t see more of it. I like to think the supreme council is filled with the highest ranking daleks Who have achieved the greatest accomplishments in the empire. After this promotion I assume the daleks would receive modified casings. I imagine that the council discuss matters with the emperor dalek and carry out the punishments of prisoners/daleks who have failed. after the Emperors the council may have death taken charge of the empire to maintain stability and control within the empire, perhaps a new emperor is elected from the council which would explain why we see more than one emperor after one dies. I think the council was destroyed during the power struggle between the renegade and imperial factions. And I also believe the council were the daleks who Carried out Davros trial. The imperial daleks must have retaken skaro during the civil war disbanding the council and instating davros as the new emperor. After the civil war the daleks must have joined forces reuniting the empire upgrading and modifying their technology and waging war across the universe with a new Dalek emperor. After the time war and the destruction of the dalek parliament I believe the daleks created a new Supreme council dubbed ‘Dalek High command’ possibly made of the daleks smartest and most strategic dalek soldiers.
    It would be great if in future we could get a deeper look into the daleks command structure. Perhaps in a spin off series. This is just my opinion you may disagree and that’s fine. To each their own as they say xx

    Imagine if they replicated the Kaled Council of 12 for a brief period after the demise of the emperor, 12 supremes getting together to run the empire.

    I remember the Dalek Empire audios having a kind of Supreme Council too. There was a scene where the Supreme Dalek called a meeting with other (it didn't say how many) leading Daleks to check targets using the Humans as labour. Then, the Dalek Supreme would report to the Emperor and they would discuss what to do next.

    I always thought that it was a bit pointless for Daleks to have a council for leadership, unless I'm wrong, Daleks tend to have a limited kind of mindset, I'm not sure a council of Daleks would be able to come up with any different Ideas that a single Dalek, making the idea of a Dalek council kind of redundant to me as the Daleks were made to think in a very specific way, I always thought that them having an Emperor Dalek suited them more.

      Some sources like "war of the daleks" indicate that some are bred for different purposes and have different brain capacities.
      Other episodes like "into the dalek" or "dalek" show some daleks having more personality than others i.e. the dalek manipulating rose into touching it to regenerate it. Maybe those are the type of ones that break the stalemate in their race and achieve more and thus get promoted to the council and plan for the future of the daleks, because their thinking is different and not as limited

      They're not super imaginative, limited by their ideology in a way analogous to Nazis were in the war (seeing Einstein's work and nuclear physics as "Jew science" etc). But they can have individual ideas and things like that. A good example might be the Dalek that notices the Doctor in Doomsday. All 4 Daleks watched the video feed but only one noticed and was suspicious of the man in the background. Of course they were a unit specifically designated to be imaginative. Still, each Dalek has unique experiences which can lead to different amounts of experience and intuitions about certain things.
      In a weird way I think if they have enough imagination to create a council then they could probably benefit from group thought and debate.

    The Supreme Council has always been something of an interesting topic... I do have theories based on Pertwee's era... (but it doesn't extend beyond to Baker as by Destiny there's implication there's now only ONE Supreme Dalek (which is probably the one seen in Resurrection).
    For Pertwee's era I'd see the council as a "tribunal" of sorts (as that's what went on with the Time Lords in "The Three Doctors"), the black and gold one seen in Planet as acting leader, with his intellectual equals a gold dalek (seen in Day and Frontier) and my own personal theory of a Black Dalek with bronze slats and silver hemispheres. (as seen in model form on a Blue Peter episode from around the period of Genesis of the Daleks)... I feel if you have black and gold, and a gold, you need a black Dalek to go with them...

    In a variation of time... It appears that Davros made a deliberate choice to appear as much as his creations, whilst retaining his form. Resurrection of the Daleks is a kin to this. Whose to say the Emperor of the Daleks wasn't Davros all this time. He still is the last one to hold Skaro's genetic code.

    Parliaments and councils all seem rather too democratic for the ruthless, single minded Daleks..just having an ultra powerful Emperor suits them far better.

    I would like to see the Supreme Dalek Council return, but I would also like to see the New Daleks again. They escaped back to the future, but have not been seek since The Doctor reset the universe. Did they recreate the old Daleks or are they waiting for until the Doctor defeats them when they first meet on Scaro?

      If you're referring to the Big Bang II from the end of Series 5, the new Daleks have been seen since then, in Asylum of the Daleks and the subsequent Dalek stories. The Paradigm's Parliament was blown up by the Eleventh Doctor during his regeneration, but by then the Paradigm had already established a new Dalek Empire that continued without them, and that's what we see in Into the Dalek, Magician's Apprentice/Witch's Familiar, and the Dalek stories of the Thirteenth Doctor's run. The only exception is the Recon Scout, which was an extremely old Dalek from their early history that was buried for centuries

    Supreme council to me is movie daleks red pilot fleet command, blue science ,gold sector planet control black gold warrior commander etc ,and black with silver and gold answers only to the emperor ,
    and there on skaro then there's supreme daleks to lead control on various planets, campaigns ,emasery red dakek saucer commander gold commander etc supreme daleks but not on the supreme Council .
    Roman senate type it was in comics the daleks were there own race there own empire and that causes the conflict story no need for a time war there DALEKS
