Throughout history Muslim countries have varied, Saudi Arabia had differences to the fisrt Muslim nations, the Ottoman empire, and likely Muslim Spain (and non Muslim refugees fleeing from persecution even came to). And no its not solely Arab. Iran is a Shia country, and Saudi Arabia didn't even use to exist and they had differences to those of before who were also Muslim.
