I was really hoping it would be a glitch where toad was just screaming constantly throughout the race.

That pit around 12:40 must be the reason for Luigi's Mansion's existence. He was just in that pit for years and his mind was reeling. Then the Mansion formed into a reality to him. In other words, he fell in a hole and went insane.
