I'm thinking he took several pics to show prove who took him (he didn't know it was Charity) and sent it to Moira or whoever as a backup plan or something along those lines. I wouldn't put it past Moira to have recognized Charity in the photo and sent it to Vanessa since she and Charity have butted heads MANY times and her friendly relationship with Vanessa.
