Just a note about the tail docking. Australian Smithfield Cattle dogs are born with a short tail. Some can be stumps like this dog or a little longer. They are not docked. Also there is no such thing as Queensland Heeler anymore. The Australian Cattle Dog was once referred to as a Queensland Heeler in the 1940's.
The otter at some point knew the dog was afraid of water and just played with him..He was having fun..Recently here in San Francisco a river otter tried to make his home at the Sutro Baths ..One guy let his dog get into the lagoon to play i was told..The otter got tired of the dog and bit him in the balls while the dog was swimming..!
That's an ACD with a docked tail. ASTCD have a different build in addition to having the natural bob tail passed on from the Smithfield Collie in the genetics. The skull is different also, having a wedge shape from the head to the end of the muzzle.
Cattle dogs are very smart and cunning they are great hunters mine use to kill brown snakes and red bellies and never once got bit every few weeks there would be a dead snake chewed into 4 or 5 pieces laying at the back door

Its a stumpy tailed cattle dog, meaning the tail grows that length naturally, it wasn't cut/docked.
