Luffy has no clue who Arlong is nor did he hear Nami's backstory. All he knew was that "Arlong" made Nami cry, so he went to find out _which one was Arlong._
Yesss that's such a good detail about Luffy's character. I like to think it says something about how you can't help somebody who doesn't WANT to be helped. That's why Luffy keeps asking and asking, until he finally hears it and knows its time to go
Luffy is not a normal shonen protagonist. He is not the guy with the heart of the saint who wants to save everyone. He is not evil and usually does the right thing but he often does them for selfish reasons instead of right reasons. Luffy just won't go to anyone's rescue. His help needs to be asked first. Luffy won't help someone who doesn't want his help. Luffy doesn't see himself as a hero. He is a pirate after all. He literally does not care that Arlong had oppressed all those people. He is mad because Arlong made Nami cry. That is how Luffy functions. He fights for people he knows and cares about. Larger overall political or regional implications are just noise for him. As for Johnny and Yosaku, well they are Zoro's old friends, aren't they? That is why they are helping Strawhats. They have been Bounty Hunter Buddies of Zoro for a long time.
In regard to Yosaku and Johnny, I'd say it's not only that they were Zoro's buddies. All that time, from the moment Nami stole the ship up until they eavesdropped on her story, they believed she was up to no good. After they became aware of the reasons behind her actions, they were moved and inspired by all of it, and probably conflicted with themselves for how they were thinking of her, so challenging Arlong was probably their way of trying to make it up to her.

The reason why Nami crying and asking Luffy for help hit so hard is because she never does. She could've asked Nojiko and the villagers to help gather money or asked the crews to help defeat Arlong. She never relies on anyone and puts up a strong appearance until her plan falls apart and she reaches her ultimate limit.

Its not that luffy dont want to help her, since the first time i watched this reminded me of baratie when he says sanji do not want to go so he wont take him. He knew nami was the right person but was waiting on her to ask for the help
Also to answer their question on why nami will not fight, well she shouldn’t have to. After everything she has been through and the trauma that has been dealt her, she probably is not in the right state of mind to face Arlong having someone to face that burden and lifting it off her shoulder
The point is that Nami needs to ask for help since she can’t resolve the situation herself as she has been futilely trying to do for 8 years. I’m fine with Nojiko surviving since the bullet only hit her shoulder, and for me at least that would have been too sad.
Too bad we need more hundreds episode to see the big good navy. What I mean big is good navy who are powerful. The good navy up until now we can see is only coby, nami's mother bellemere (she must be a captain at some point since she had the cloak) and maybe morgan's soldiers after morgan was arrested?. They are the kind of navy who are on people side. But yeah, sadly most of them was just bunch of people of powers who obey to the government and lots of them was corrupt behind the name of justice. There is one film of One Piece (the movies of one piece is unrelated to the canon or main story but the purpose is to give more entertainment to the fans and as advertising to the world of One Piece) who purposely showing how the navy/goverment can be corrupt - i mean we see this all over the journey of luffy and the strawhats but the movie is directly showing us how much corrupt they can be. I won't say what it was since you guys need to catch up like alot haha. And if you guys potentially curious i'm afraid i'll spoil you if i told you the name of that movie. The spoil is regarding to who will become other strawhats. So i will stop. Have fun guys!

Not sure if it was a filler but zoro saved johnny and yosaku when he was still a bounty hunter. So they really respect him and try to pay back
