No, the tsaritsa did clearly not get all of them considering Pierro has them, she is probably dead, considering he has the cryo vision, and I don’t think she’d part with it willingly, which could be what caused the instability of the Fatui and the fight between all of them.
um actually Venti clarifies that she may be behind it as he noted how she's changed, she's most likely just hidden in the background, she's not dead as far as we know
