Since, the fan is spinning means the Power supply is functioning. Try resting your Mac’s PRAM, NVRAM and SMC. If no luck then try refitting RAM and try single RAM’s in each slot (grab a working RAM if possible) if it doesn’t work then it need to be diagnosed further by some Apple professional.
