So, question, regarding the idea that the Council of Terra would consist of people who had "Never held a lasgun", why? Normally, when trying to transition from conquest to rule, major posts would be handed out by a conquer to his Generals. Why wouldn't the Emperor staff his new government with former senior members of the Auxilia and Armada? They're the ones he would have encountered and seen in action.
