I think the designers in this movie kinda raised the bar too high for the designers in Spiderman No Way Home, so they could not think of any creative ways to upgrade him, unlike Green Goblin and Dr Octopus where they had improvements in their suits and machinery. But in the end, his powers really exceeded my expectations and I really love how the crew portrayed Electro in this movie.

Maybe his physical body was only destroyed but his soul was transported to the mcu universe where he charged himself to gain his body back. He didn't managed to die in the TASM 2. This is my thought.
