They are singing a cadence. Cadences are sang while marching (quick time) or running (double time). Cadences are utilized to keep uniformity and neatness. Running cadences help regulate your breathing while running. Most of the time you cannot sing a march cadence while running, because your breaths won't be synced with the running. The cadence you heard was Deep In The Coal Fields. This particular cadence has been called out in graduations in the most recent years. It is by far my favorite cadence. What you watched was filmed at the West Virginia State Police Academy in Institute West Virginia just outside of Dunbar and Charleston. Every police officer in the state of West Virginia is trained at the West Virginia State Police Academy for 16 weeks. The 16 week program is known as the basic class. That being said those men and women graduating in that class are West Virginia State Division of Natural Resources Police Officers, sheriff's deputies, city policemen, and campus policemen. You did not see any new troopers graduating in this class because all West Virginia State Troopers are trained in the cadet program. They train for 25 weeks at the West Virginia State Police Academy, and upon graduation they will be promoted to the rank of trooper.

Devon Thomspon yes, all local police departments go through a 13 week state law enforcement course so that they can be certified WV municipal officers. The West Virginia state police teach all departments as well as the state police, university police, and Department of Natural Resources Police
If you're implying that our police don't wear the same thing you have to take into consideration that this police academy graduation has many officers from departments all over the state of West Virginia. They are not all with the same department, but they are trained in the same place.
