Do Not Defund: Roland Fryer and Rafael Mangual on Crime and Policing in the 21st Century

    Roland Fryer is a professor of economics at Harvard University. Fryer's research combines economic theory, empirical evidence, and randomized experiments to help design more effective government policies. His work on education, inequality, and race has been widely cited in media outlets and congressional testimony. Rafael Mangual is a fellow at the Manhattan Institute and head of research for its Policing and Public Safety Initiative. He is also the author of a new book, Criminal (In)Justice: What the Push for Decarceration and Depolicing Gets Wrong and Who It Hurts Most. Together, Mangual and Fryer take a close look at what is and is not working in policing and law enforcement, in some cases citing statistics and research they have personally conducted. They also make the case that most people, regardless of race or economic status, want safe neighborhoods and cities and explain why the defund movement is not popular among them.

    As a lifelong New Yorker I can't express just how much I appreciated this conversation. What I wouldn't give to return to the Giuliani & Bloomberg era of leadership and policing, the transformation and end results were astonishing to say the least. NYC was in very bad shape when I entered HS, but by the time I graduated it was a was a sparkling gem that everyone wanted to visit, move to, and so on. Giuliani's no nonsense leadership and revitalization of the NYPD was nothing less than spectacular, and Bloomberg's business oriented style of governing polished it all up to a whole other level. It was a great time to be New Yorker, up until "Big Bird" (the communist idiot) took over and single handedly flushed 20 years worth of stellar progress and prosperity down the toilet. The cycle repeats, thanks for posting.

    Excellent discussion!! Roland and Rafael are quite the power duo. The research they've done would benefit everyone. Unfortunately, as they stated at the end, there is no political will to make these changes. There are people in charge who are not inclined to change it anytime soon. And the media certainly won't help. That industry thrives off the current conflict. But Roland is right, "We have to keep fighting. This is a war against those who don't want the truth." And that is a hill to die on!!

    This was actually an inspiring conversation. Similar to the final question, I'm feeling optimistic about policing direction. The far left and far right were never going to agree on policing. But I think the far left's push of "defund the police" disconnected them from the center left and the center right, who now feel free to sway back to the center or right. In many ways, it feels good to know that it is actually possible for an extreme group to push too far and lose the support of even their nearest allies.

    Is there data on how people treated being stopped by police being compliant/Friendly/Respectful/Not resisting vs opposite non compliant/Rude/Disrespectful/resisting?

    Amazing work and Mr. Robinson again demonstrates why he is the best interviewer in the world. We need to have this type of conversation to actually come up with something different from militarizing the police or defunding the police which neither strategy will help this growing problem. Ultimately, I do not know how you solve without individual responsibility…

    Rafael Mangual is a breakout star here for me. I just bought his book on Amazon. The only problem I have with the book is I'd rather hear him speak and even see him speak because he's so eloquent, and his delivery style is so digestible.
    Perhaps he will do his own voice over for the audible version of the book one day. That would be a treat.

    The problem is that the meaning of words has changed. Convicted, violent felons are now being revered as saints. The problem is that the political usage of low information urban inhabitants is predictable

    Another excellent, intelligent but very disturbing discussion. Peter Robinson brings out the great knowledge of these two men. One is left with the worrying question of how does the truth get to be heard in these days but we know without recognition of the truth of the world as it is and not as we wish it to be, we cannot make real progress. “And ye shall know the truth and the truth shall make you free”.

    Dem US senator Markey's current bill to outlaw private citizens from training in groups is designed to ensure maximum chaos from defund efforts, by forcing citizens to not engage with numerous criminal gangs (who ironically will not be charged as militia) that will naturally coalesce from the huge numbers of illegal migrants. Nor will these citizen groups be available to be deputized or coordinate with law enforcement to address the migrant crisis itself, or BLM style riots. Using current lawfare tactics, if this bill is made law, prosecutors will charge church security teams, airsoft teams, and neighborhood watch teams. The conversation I had three years ago with my neighbor about how the men would defend the neighborhood would have been a chargeable offense.

    Really enjoyed this having written my dissertation in 2001 on this subject.
    It does appear little has progressed in discussing or tackling the issues involved.
    A considerable factor was Macpherson changed the definition of institutional racism in 1999 which I believe has been detrimental to the discussion.

    We need to understand mentality of both polices and criminals and leadership in all levels. We have to look at the problems as a whole, not just a corner. Family is the start.

    Was the rise in crime rates from 1980-1990 one of America's greatest failures?
    Crime-rates fell nationwide, not just in NYC (where self-defence with guns is illegal for 99.9% of citizens).
