Yes, “nerfed into oblivion” 1000%. There should never be an occasion where Steelix struggles to close out an endgame against Cresselia, which is what we saw in the video. I wouldn’t consider 12 turns to a BS to be “spammy”, and 24 turns to an EQ (also nerfed) is insane! So yes, absolutely nerfed into oblivion.
