It's because your phones are most likely stolen. It's on the blacklist so you really can't do anything with it unless you find someone who can clear you off the blacklist and factory reset your phone.
After whole day of searching how to bypass it, this work! A bloody person selling phone without removing their details is a moron! If you sell a phone, make sure you have removed all your details, logins, etc. This video saved me not only money but time.
