This file downloaded incorrectly error is really annoying. The key is just manually copy contents from zip archive :) Anyhow glad it helped someone out there.
Watch out for File Downloaded Incorrectly error. Just download the zip archive and unpack manually...that does same thing as the installer. Then just make sure to add the path to your mingw directory in Environment Variavles to PATH.

you need an extractor app like winzip, with support for extracting different types of archives, basically you did download an archive in a file format the default windows unarchiver doesn't understand...look for winrar, i think it can extract different formats too

I did have to include the root "...\mingw" and "..\mingw\bin" paths into the environment variables, which wasn't hard at all.
I'm able to do it all up to the part where you test the c program. It says that my path was not found for some reason? At least I was able to get up to the cmd verification part thank you.

@@Lumiyo_ check where you installed your mingw. in the tutorial i change default installation folder to c:\mingw if you skip this step it'll be installed to program files or some other default directory (which i try to avoid) if you went the route if unzipping the archive manually...make sure you unzip it into c:\mingw and also....make sure to add that location to PATH in environment variables
Legit one of the top reasons that developing on Windows is garbage and no one should ever fucking do it. This has been one of the most roundabout ways of installing stuff, and as much as I appreciate people like you making it easier or better, all of this is straight up unnecessary.

make sure u set the environment variable for mingw64 and mingw64/bin. also reopen ur terminal after

you need to add it to path in environment variables...or...run gcc from directory it was installed in...from cmd.exe
Did you drag the folder into the C drive? Because it won't work unless you copy it into there.

It doesn't. Just most PC default drive is usually C. Just make sure to include it in PATH under environment variables.

If this was a zip archive, it already contained installed files. You just have to copy them under c:\mingw or similar folder
