Yes, buyers who buy placer gold count all gold as 24kt and pay based on that. I have a video coming out this weekend that will compare buying and seller bullion vs placer and the losses/profits on each

Yeah they tend to always have a few with BOGO or they have a sale etc. Always good bargains to be had.
