power loss= i^2 * R so if we reduce i (current) then power loss will be less, As R is const for a material

Even if would use 33kv other utility also use the same so all the equipment cost reduce and availability of the material would increase. And about your last point as body of the train is earthed so no one will get any shock and instead railway could design the height of the pento graph and ohe conductor it would slightly increase. But it possible to use 33kv system. But the question remains why railway use 25kV system please let me know if you have any other thoughts.

Sir last me ye to apne bola ki agar voltage jyada karenge to induction jyada hoga and body ionized ho jayega but what about agar hum 25kv se 20kv or 11kv etc . Karde to kya hoga . Please sir explain
As I Already Said that if we use Low Voltage like 25,20 or 11 then Current Increases and we have to use thick wires which Increases or cost .

if traction motor requires 750 V why it generate 25k V,
there are 6 traction motors each require actually 2000 - 3000 V so 2500 * 6 = 15000 volts so, also to power up compartment and also air for brake and horn.

We use step up Transformers for increasing the primary input and for decreasing the primary impute we use step down one.
In Output do you need 25kV AC or 25kV DC in both the case step up method would be different
