Indian Railways has electrified 52,247 Route kilometers (RKM) that is about 80% of the total broad gauge network of Indian Railways (65,414 RKM, including Konkan Railway) by 31 March 2022[1] It is planned to electrify all routes of the Indian Railways network by 2024.[2] The entire electrified mainline rail network in India uses 25 kV AC; DC is used only for metros and trams.
Although the government had put forward the idea of 100% electrification of the railway network of the country, they made a change in plans two years ago.
You see, the idea of a fully functional electrified rail route throughout the country may sound fancy but technically, it’s not fesable nor productive. There are remote routes in the country where there are only a very few schedules but still in need for services. Sections and routes where only two - three trains pass by a day, and no freight trains. Its better to leave such routes non electrified.
Electric locos can only operate with OH catenary supply while diesel Locos can
run on both electrified as well as non electrified routes. If power failures happen
or accidents where the catenary supply is cut off, only a diesel loco can move ahead.
So, not all diesel locos will be converted into electric. Many would remain as it is.
Currently, some WDG3As and old WAM4s are being dismantled and converted to
form twin unit 10000 HP WAGC3. Like wise, old WDP4 and WAG9 were converted to
make twin unit WAG11 with 12000 HP.

Major land reform laws need to be passed for this purpose to remove the encroached railway land in almost all cities and villages. This will trigger the greatest refugee crisis the world has ever seen.
State govt machinery needs to become more active ignoring vote bank politics to bulldoze all the protesting encroachers' homes who were granted railway land illegally decades ago in exchange for votes.
Central or state govts need to enforce laws to remove stray cattle which will trigger most villages in all states.
Only then can the fencing start.
These were the problems. Solution is to either do all the above swiftly and and forcefully or use too much taxpayer money to keep certain people's mouth shut by bribing them.

Actually I was thinking about the last option. Maybe they should just refurb and attach 1 old diesel loco to all key electric trains. Wlectric grids can go down due to failures and power supply shortage or wars/emergencies. Reliance on electricity is also dangerous and can stop total movement in india in one shot. As u rightfully said keep 1-2 diesel in all yards every 2-4 hours away covering all key routes rather than exporting them away.

Custom bulldozers can be attached to diesel loco to clear tracks of felled trees during cyclones, where OHT would have got affected.
The alternator may also be connected to the engine to provide an emergency power supply to any place around the track affected during emergencies like hurricanes.
Diesel locos can also be attached to existing trains with a suitable alternator to replace the generator van which powers AC in all trains. This way it will resolve dual purpose as power supply to coaches as well as backup loco in case of failure of the electric loco.
Some locos can finally be saved as a heritage for future generations in museums.

@@DJ-xe8nr What nonsense !!! Don't comment with zero knowledge....
Diesel is not used for its power density.
The following list compares the power/energy density of the various fuel types.
      Fuel Type -- Energy Density(MJ/kg)
      -------------------------------------------------------
      Ethanol -- 26.8
      Biodiesel -- 38
      Crude oil -- 44
      Diesel -- 45
      Gasoline/Petrol -- 46
      Natural gas -- 55
Power density is more in Petrol and Natural Gas (LNG/CNG).
The reason why diesel is used is "safety".
Petrol create a vapour which toxic, highly explosive and unstable at the same time. The risk of explosion increases further when the whole platform is tremendously shaking the whole time.
The risk can only be mitigated (not eliminated) by letting the vapour escape but that would greatly reduce the final thrust output of the whole engine making it commercial unsustainable. On top of that Petrol is always more costly than diesel.
But a calculated mix of Ethanol and Biodiesel can reach the power density quite near to Diesel but at a significantly lower cost. So even if the overall fuel consumption will increase the lower per unit costs will offset that. Additionally the pollution and maintenance costs will go down drastically with Ethanol and Biodiesel. Only challenge is that it needs new types of engines.
Natural Gas has the highest power density but the lowest per unit cost, pollution and maintenance. But it needs a lot of R&D to prove that it is safe and doesn't pose threats of explosion similar to petrol vapours.
That is what I was curious about.
