except it's a clone of the CRKT Provoke. Looks like the cheap ripoffs from etsy but It's not the CRKT so likely not the good D2 steel and aluminum.

The propeller is what you hear. It is encased inside the plastic cage and can not cut you. It will feel that way because it does spin. Once you get over your fear of it it's a fun toy. To stop it you just stop the cage from spinning around. The sound causes people to think it will cut you but trust me it will not. It's actually safer than the original fidget spinner.

i got one and its red though, but it shuts down when i want to grab it so i an throw it back in the air, i wached another youtuber who has the same thing that does not shut down hen he goes to grab it for some reason.

I realized after the video that the way to shut it down is by grabbing it by the cage lol the only way for it to keep spinning is with a very precise catch on the rotation points that don't move!

The only way to stop it is to "stop"it! You physically grab the thing and stop it spinning. Otherwise it will stop itself after 3minutes.

Instructions are very skimpy in the operation section (don't exist) learn on your own is how they give it to you. I didn't even know about the "floor spinner" come until I saw the video. Then I had to go searching around where I opened it to find it!
