Yeah it could easily be from the track "BotMCA #10" which in turn, I'm pretty sure Alex Brandon said was borrowed from Propellerheads' "Spybreak!" as featured in the Matrix. Both games were released after that movie and I reckon video game composers at the time kinda looked to each other for inspiration so it's not impossible that the RA2 soundtrack had some influence from Unreal & the Matrix.
