The inablity to swim by many black people has nothing to do with poverty, nor is about having limited access to pools, its a matter of priority in peoples lives, they’re working hard to pay the gas and electric bills/No one has time to go swimming when they have bills to pay.

Despite citing and relying on a statistic that appears to show that Asians are almost as 'under-represented' at swimming, the project is specifically aimed at black people. That would be used as a significant attack on their defence. Furthermore, the phrase 'do not swim' is not the same as 'cannot swim'. I suspect that they mean the latter but what poor English for a University to use!
