From what I see, they are usually people who started their career around the same time or being more senior than Matsuoka but yet several years younger than him. So it becomes an addressing conundrum. As culturally, it will seem weird or even somewhat disrespectful to address someone much (5 years or more) older than you with -kun or -chan honorifics, even if they are your junior in your line of work. Of course, distance and familiarity also play a part and it's definitely fair to speculate that there is less distance between Sakura and Matsuoka as compared to before.

Though, I did feel Sakura seemed a bit milder/kinder with him since around Osamake... Now, she once again has Matsuoka as Ōnishi's husband because he has a mole in the same spot as Keigo Atobe (who, by the way, is voiced by Suwabe).
