I don't understand the use of the inner course of reversed PVC - it would seem to me that it will add extra weight and drag (wind resistance) to the device since it's acting against the outer course. Am I missing something?
The "Birmingham Blade" concept is something recently documented by researchers in England. Google it for more information. This assembly with PVC is a knockoff.

All practical tests of ground-based small wind turbines show: 1) They hardly produce any electricity! 2) They do not last long! Electricity yield is proportional to third power of wind speed: So +100% wind generates +800% more electricity! But close to ground: 0 constant wind, but extreme gusts! *Due to extreme price decline solar panels generate at least 10 times more electricity with the same investment in time & money!* Unfortunately not at night and not much in winter! But reliable && maintenance-free for 25 y+! And you need a battery for wind and solar. 9 out of 10 small wind turbines stop working after just a few years due to the extremely gusty winds close to ground.
The reason they stop working is the thrust bearing at the bottom of the device gets dirty and friction keeps the turbine from rotating. Since you have to disassemble the entire turbine to replace the bearing, most people find it costs too much to replace it. I don't see this design being any different.

There is positive evidence to show that with the correct blade design, the output is really improving the output, no matter the wind speed. The blades resemble an airplane wing very closely in design. They work off the same principles that a modern airplane wing uses. It's what makes it possible for an airplanes wing to generate life, by creating a negative pressure zone on the top side & a possative pressure zone on the bottom side. Thus creating lift, the very thing airplane wings do to make it possible for them to fly. The traditional windmill design has a tail & the blades must rotate into the wind for them to catch the wind to turn them. The vertical wind turbine has no tail, nor has to be turned into the wind. It's possible to catch the wind from any side of the turbine on any blade, so it is always pointing into the wind. The wind turbine industry is making some amazing new designs & they're only going to be getting better with time.
