I'm not so sure since I never really played WRC9 on tarmac. Compared to NGP6, the cars have sort of a weird floaty thing about them, the tires are a bit too grippy under braking (not enough lock ups) and the cars feel a bit too easy to correct when sliding (I've never really driven a rally car irl on tarmac so I'm imagining the sliding would be a bit easier to correct than NGP6 but harder than WRC10). Some good points though is that you can turn the car with the throttle (very similar to RBR) and the loss of grip feels natural (by that I mean the way the car looses grip once you have lost the grip it's a bit too easy to get straight again but if you force slides you will loose a chunk of time).
If you see this th-cam.com/video/TCCuQPDlVMY/w-d-xo.html you will see the cars are quite a bit stiffer than WRC10. I think NGP6 is better but that's just my opinion. Watch the real life video and this and see how they compare.
However, looking at the two again the floaty effect is only really noticeable in 4th gear or above corners. On tighter corners it feels almost as good as NGP6 I think. This is WIP tho so they could fix it before launch
