Something like this happened 'back in the day' in the lagoon behind Coyote Point, and along Foster City. We could catch them and put them in better water, watch them live and grow. I think this happened a couple of times. Mid to late 1970s.
Seriously, in which decade will the Bay Area finally fix these leaky sewage issues. Mid-September and FLOODGATES have been open for a week at Nimbus Dam during this mega drought. Our limited fresh water supply wasted to flush the bay. What a shame!! Fix it already!! Where are the environmentalist protesters???
