i don't remember when it's unlocked but you can actually have 3 branches of code in one tactical art but you have to change it in settings under tactical action
I feel that. The best is difficult to say though. I am just scratching the surface with this to find what the best is. Like I am still not happy with my Damage and it might just be because i am missing an item that wont come until after i beat the story mode.
