In a nutshell, yes. It was really a case of old habits die hard.With Luke's successors being less open-minded than himself, they slowly went back to older teachings and old material, which brought back certain dogmas that Luke worked hard to bury.

AH!! So it’s a reoccurring issue and inevitable problem in the Jedi even though Luke improved the order. Love is the apex of the light said as hate is the apex of the dark side. Jedi of the previous order fell due to them being to rigid and embracing light side emotions except the one that mattered most because of the fear of attachments. That’s why the Jedi path in my opinion offers the most power in the long term because it’s sooooo much more difficult. You have to empower yourself but also reach a level of complete self mastery. You need to be calm, serene, and stoic while also being unafraid embracing love but at the same time you can’t let the potential loss of that love lead you to the dark. Dark side offers you the quick path to maximize your potential but I think the light offers that plus more if you can properly embody the light. Luke was unafraid and embraced love but was grounded in the light something extremely hard. It’s so hard that even this new order is slowly reverting back to its old ways because of the constant vigilance of falling to the dark. To be the most powerful of a Jedi you truly need to have an iron will and have total control over your emotions. You have to have an iron will like Mace Windu but a heart and mind devoted to the light side like Qui Gonn. Only Like and Revan were able to 100% accomplish this. Yoda and other masters were extremely powerful, were fully in the light. had IMMENSE wisdom but their fear of falling to the dark limited their maximum attunement to the light. Or the pinnacle of the light side I should say. Revan would have reshaped the Jedi order after he was redeemed an instilled this ages ago but after he saved the galaxy and was redeemed the other Jedi still saw him as rogue and ignored his insights. That insight is something Luke learned on his own hundreds of years later. However, after Luke the constant vigilance against the dark will make future masters turn so far away from attachment that love is shunned which will dull their connection to the light
Well actually he did resume duty as a Jedi and died a true Skywalker despite what Nat believed himself to be. I like to think that at some point Cade returned to his aunt and cousins (that Nat adopted when he married his wife) and told them of Nat Skywalker’s story
Nat is an example of one whom realized if he was to have peace in his life, he could not have it all. He could not be independent and devote his life to mastering the force. Nat is an example of what someone that proves one can leave the Jedi Order willingly and find peace elsewhere. In some ways, Nat is a contrast to Darth Talon. Where Talon is a Sith that valued loyalty, Nat is a former Jedi that valued attachments. The Star Wars Legacy series has such layers. Very good writing.

In my opinion it’s personality traits. Skywalkers are extremely passionate, brave to the point of recklessness and have a natural incline to make decisions based on emotions. There are many other Jedi born in families with similar traits or worse it’s just skywalkers have the most powerful bloodline. These emotions aren’t bad but when not in check it can easily swing to the dark side. Luke had all these and took time to self reflect, face his flaws, and fix them. I think skywalkers are a metaphor the average person but an average person who was born with power. So that we as readers/watchers can understand the character compared to other Jedi who have long detached from most emotions

Cause no one who actually knows the lore knows that this is not true, Anakin became the chosen one but this was only when Lucas started to make the prequels, before that he was a fallen hero turned villain and Luke was the hero/chosen one/the last new hope for the galaxy. Also while Anakin apparently had potential to become the strongest in the force he never did, and he certainly never even came close to god-hood, Luke became as close as Jedi can to god-hood certain Sith like Vitiate actually became gods and immortal. But Anakin being the chosen one doesnt automatically mean he was the most powerful, that was only potential, had he not fallen but become the balance of both sides of the force would only mean as the prophecy fortold, to bring balance, but bringing balance doesnt mean strongest either.
Nat knew how to rebuild Vader's life support suit, which he used to save Cade's friend. That arc was amazing.
