I think that Jakks Pacific considers also making figures from its Super Mario Bros line with totally new sculpts based on previous designs of the characters such as the artwork of the classic games or on the Nintendo 64 renders, it would also give more variety to its list of figures.

Each wave is a different character from each game
I believe the reason Luigi didn't have shoe articulation was because it was an earlier release.
The early Mario didn't have Shoe articulation either.

Yeah that could have worked but I didn’t want to mess up the sculpt.
