i paired my i5 8600k (overclocked at 4.7Ghz) with RX 5700XT, i can see the cpu bottleneck when i turned on msi after burner, almost all the time my cpu usage was 100% when i was playing COD Warzone & AC Odyssey, but mostly i plays other battle royal games which is not using much cpu powers. (I may upgrade the CPU within couple of months)
But if you feels CPU bottleneck, increase the graphics settings and put pressure on gpu, it would help you to reduce the cpu bottleneck.
actually 8600K and 5700XT is an OK pair, specially intel's K variants are good with high GPUs. For games you get best performance if you have a good GPU so in your case it is OK and may not be for everyone, people with mid range or low GPUs there is no point in increasing graphics settings which will make everything worse. If you have a higher GPU thats ok to put load on GPU
