Are local labour and ordinary contactors eligible to carry out Retrofitting? Who is authorised to carry out and guide such works? The building has 50% damages as per DCE survey

Skilled labour and experienced contractor or engineer should do such kind of work.....if damage is more than it may be reconstructed
