No, you don't have to bake it twice. This marker is permanent and adheres to surfaces for a very long time, you do not need to seal it, but you can.

When I’ve used the premiere Paint pen it stays tacky. Have you had this problem?

I only use this decocolor marker and hadn't had the problem with it. It dry in about 5 min and it's waterproof.
