Welt is not planetary coz the Family Headmaster doesn't care about him. He can't even beat the Herrscher Sirin in HI3. But the Headmaster was afraid of Acheron destroying the whole Penacony. Acheron as a Cocoon of Nihility is on par with Kiana as a Cocoon of Finality in HI3 where both of them have the power of the 12 Herrchers (12 Divine Swords for Acheron). It is also the equivalent of having the Cocoon of Voracity in Teyvat, like what the Primordial One & the other Descenders have.
I see your new to Honkai. Planetary characters are considered normal in Honkai Verse. 😂 We already have Planetary+ characters in the Verse HSR included.

Which is a very literal thing and not just for gameplay. Even a weakened state Star of Eden can destroy a planet. Welt one-tapped the Stelleron, which is planetary in power, and the Doomsday Beast was also planetary. He can also recreate a singularity with the mass of an irl star with Star of Eden, as shown in the manga Alien Space. As a Herrscher, his authority was straight-up stated to be powerful enough on its own to create or destroy a Solarsystem in the Dudu VN. In the SE manga, he threatened to go Supernova against Sirin using his core. At the bare minimum, the dude is planetary if you think the copy of Star of Eden is weaker than its original form.
