The Ministry of Defence police are there ultimately for anti terrorist protection (hence the weapons) they usually call in the Met police if need to deal with a scoundrel as such here. Though I suspect, mental illness and drugs/alcohol playing a part here.

The guards need a bit of modern tech - a call button that is attached to the wrist or the horses reigns to notify of potential trouble or/and troublemakers. Give same to the videotakers who are there regularly!
I'm aware of that! The guards and the horses are the most exposed of all to dangers and pranks, etc because they are open to the street and crowds. I just want to see more easy to use tech that doesn't warn anyone doing wrong they've been reported. The videographers are there more than anyone and are a useful line of observational defense.
I mean there's free speech, then there is taking the piss. 6+ cops on duty, all near as damn useless. All tooled up, same as guards, even more so. Can not enforce boundaries, allow blatant disregard for some, nothing is consitant. Engaging with a no mark attention seeker. First sign of buggery, sling him in handcuffs, do not engage in conversation. Do not back down, the idiot will think he has a small victory if you do. Can they not understand, if you talk you are encouraging, actions speak louder than words.

Same problem with mental health/intoxicated people in the US. Just move them along to the next place they can make trouble. They should have surrounded him with cops and demonstrated the seriousness of his behavior. These are people who never matured and want to get away with childish behavior. They need to confront authority.
Where the backup labour has a lot to answer for what about security and people safety, only matter if they are something out situation. Get labour the sooner the better.
