Did you mean to suggest that ping uses tcp? I think it uses icmp, which I believe is a network layer protocol, not a transport layer one. Thanks for your kind efforts to break things down for folks!
Another way to see if you are on is look at Windows settings/internet/networking and if online, you should see your ethernet connection, if not, a dialog box will say you are offline. This happened to me earlier this week and I thought my gateway (Verizon 5G) was offline, rebooting/updating, turned out the model was offline and didn't come back up on its own, so had to power off, power on to reboot, and it came back up online. Likely the ping command will be more useful for anything that is not local to you. At least this method I explained will let you know you are online, or not. Being online simply means you can get on the internet, but not always to specific sites and if you can't reach any site, likely you are offline.
You use Libre Office on your PC. If you work on documents stored in the Google Drive folder on your PC, and the Google Drive Backup/Sync app is running then they'll be synchronized to Google Drive online.
Yes you can ping your own computer ... but it will not test your internet connection. The ping request will be handled in your local network. The best target for testing internet connectivity is your internet provider... That will verify connectivity from your home computer, to the ISP's user network and back.
If a user had trouble or failure in visiting the askleo site, and if PING is disabled for the askleo site, then how can user find if the site is or is not working, or is or is not online? I am not having this trouble; I am just curious.

Ping is ICMP, which is a best effort protocol, anything along the route that considers itself busy can ignore. Great tool.

Great info😃
Can you use LibreOffice in Google Drive? And if so, then how? Which settings do you have to make?

Why would you or anyone else disable ping on their servers?
Machine.
It's typically done as part of DDOS protection.
