In a place that crowded the monsters could easily decapitate Dozens of people in an instant. So If 1 person dies to kill 1 parasite it's the best you are gonna get.

The cops told them all this was because of an active shooter, and that was shown to be a lie so the civilians have no reason to listen to the cops. They then watch the cops shoot multiple innocent people to death, and also witness people transform into monsters, so obviously everyone is going to panic and not follow orders perfectly

This Gotou is very terrifying. He gives me slasher movies villain vibes. That move with the bullets though was pretty sick I can’t lie.
