think your biggest issue is the intersections slowing all trucks down. i think 1 way multi lane highways with lane splitters would be way better so they dont have to cross paths.
Yeah and was thinking instead of laying out the pumping services in lines that are parallel to the wave, have them perpendicular so they don't have to travel horizontally at first and instead head straight for the wave instead

Your trucks are just not spawning enough, and when they do spawn, they all get stuck in traffic. More is not better in this scenario. But in any case, I don't think they'd EVER get that tsunami down, because their effective area is just too small. By the time the station sees the water and starts sending trucks out, the tsunami is on it in like 10 seconds. If the range of these things was greatly extended, it might work. Fun video though!
maybe do a stand of sacrificial buildings at the front line so the trucks will have something to go to and better roads to get there faster. Dirt roads have a pretty low speed limit. And maximize the speed limit on all the roads. Definitely highways off of the main roads to planned attack routes.
I've seen a fair amount of tsunami survival maps in city skylines, and can't say I've seen anybody employ a fleet of pump trucks. Amazing meme challenge lol
