it will need to overcome friction and windage losses.physically the motor wont rotate at steady state if torque is zero but internally by some mechanism the power generated will be dissipated as friction and windage losses. maybe more about the physical means you will learn in machine design course
Because reluctance torque is an alignment force between stator field and non-excited rotor. Whereas electromagnetic torque is an attraction or repulsive force between 2 fields
