Okay, actually some days ago I visited this place with one of my brother, we couldn't find any proper gatekeeper there, we just found two local guy with bike infront of the entrance, they just casually said that you can go. I don't think that they are the gatekeepers.

No brother. Anyone can access the trail section. However it's advisable to ask the gatekeepers
